MASKED WATER-TYRANT Fluvicola nengeta
This handsome bird has a wide range in South America but is known in Paraguay from just two records, the first by Juan Klavins in 2003 and the second photographed below by Hugo del Castillo in July 2007. A waterside tyrant, this species is prone to wandering and this individual was located feeding on insects on a filthy roadside puddle, not the most attractive surroundings for such a pretty little bird.
